A Short History of Pluris in Wedgefield
According to documents related to a Wedgefield/Pluris lawsuit found on the Orange County Clerk Court Records, Pluris Wedgefield, LLC was formed in the state of Florida on April 21, 2009.
- On or about May 26, 2009, Pluris Wedgefield, LLC converted into a Florida corporation and became Pluris Wedgefield, Inc.
- On or about June 18, 2015, Pluris Wedgefield, Inc. merged into an affiliate corporation organized under the laws of Florida called Pluris PCU, Inc. Pluris PCU, Inc. changed its name to Pluris Wedgefield, Inc.
- On or about December 31, 2018, Pluris Wedgefield, Inc. converted into a Florida limited liability company and became Pluris Wedgefield, LLC.
- Pluris Wedgefield, LLC is presently listed as the entity holding certificates Nos. 404-W and 341-S, and providing potable water to the Wedgefield community.
On April 25, 2020, attorneys from The Maher Law Firm (Winter Park, Fl.) filed a class action lawsuit on behalf of individual Plaintiffs and Class Representatives Jessica Kohl and Matthew Kohl and a class of people similarly situated. The class action complaint claimed the Plaintiffs have been damaged and continue to be damaged due to Defendant’s’ negligent, intentional, willful and wanton release of toxic chemicals into the potable water supply of the Wedgefield residential housing community.

“The vast majority of Wedgefield, residents refuse to drink the water, forcing them to incur the significant cost of purchasing bottled water for everyday use. Others have installed costly whole-house water filtration and purifying systems, but even those are typically not adequate to fix the problems with Pluris’ water. Many residents will not allow their pets to drink the water – and virtually no residents will allow their children to drink the water.”
In April, 2023, Orange County Circuit Court Judge Margaret H. Schreiber entered a final judgement in KOHL, JESSICA et al. vs. PLURIS WEDGEFIELD LLC et al. (Case Number 2020-CA-004390-O), a class action suit, finding for the Plaintiffs (KOHL, JESSICA et al) and against Pluris.
The Court awarded:
- Incentive Award to the Kohls – $10,000.00 each to be paid out of the Settlement Fund.
- Prospective Relief Funds – $15,000.00 to be utilized by the community representative, at his or her discretion, to pay for costs associated with the prospective relief monitoring program.
- Attorneys’ Fees – $1,100,000.00 and costs – $257,230.46
- Total (from court documents) – $1,382,230.46
In June 2023, Pluris announced a Wedgefield rate increase.

In July 2025, the Orange County Board of County Commissioners heard testimony and advocacy from Wedgefield residents regarding Orange County’s purchase and operation of the Pluris facility. Tim Armstrong, Deputy Director at Orange County Utilities (shown in photo dated July 15, 2025 on left), presented a comprehensive update to the Board as a discussion item including three possible options for resolution.
The three options presented were:
1A. Orange County acquires the water and wastewater treatment plant at 20449 Mansfield St with Wedgefield residents 100% funding the purchase.
1B. Orange County acquires the water and wastewater treatment plant with the cost shared by residents and Orange County
Both of these scenarios would require creating a Municipal Service Benefit Unit (MSBU).
2. The Florida Governmental Utility Authority (FGUA) acquires the water/wastewater plant from Pluris, which has the backing of involved Wedgefield residents. Orange County would retain the option to purchase the plant from the FGUA at some point in the future.
Noting that Pluris Wedgefield LLC serves 1,766 parcels in Wedgefield overwhich Orange County has no regulatory oversight, and that Wedgefield residents pay 209% more than Orange County Utility customers using 5,000 gallons per month, Armstrong recommended Option 2 – FGUA uses grant funding from the state legislature to acquire the facility.
According to a post by Central Florida Public Media on July 16, “Orange County commissioners agreed unanimously Tuesday to allow the Florida Governmental Utility Authority to explore acquiring the deteriorating, privately-owned water and wastewater systems Wedgefield residents have complained about for years.
“District 5 Commissioner Kelly Martinez Semrad, who represents the part of Orange County including Wedgefield, said FGUA’s ability to score grant funding helps her feel “really comfortable” about it potentially taking over Pluris’ systems. She said it’s well past time to address issues with Wedgefield’s compromised sewer system, and avoid the dire consequences of a potential system failure.
“One, it [sewage] destroys 1,800 homes. Two, it goes straight into the St. Johns River Basin,” Martinez Semrad said. “And three, it’s gonna come onto the backs of all taxpayers, to have to clean up that raw sewage in a community.” according to CFPM (90.7 FM Orlando, 89.5 RM Ocala)
